Top 10 Cities with the Highest Car Ownership Rates and Their Struggles Against Car Dependency

 

Imagine cities where cars outnumber people, where the hum of engines defines the rhythm of life. These urban landscapes tell stories of sprawling highways, congested streets, and a culture deeply rooted in car dependency. But what shaped these cities, and how are they grappling with the consequences?

Urban congestion isn’t just frustrating; it’s a sign of deeper urban planning challenges. From sprawling suburbs to car-centric policies, the cities with the highest car ownership rates reveal stories of economic growth, cultural trends, and transportation policies gone awry. Each city’s car dependency comes with unique consequences, from chronic traffic jams to innovative solutions to combat congestion.

In this video you find a ranking of ten cities with the highest car ownership rates. The cities in the ranking are only larger or international cities, while smaller cities have not been considered. The larger the car ownership rates are, the more dependent cars the cities are. The four elements of traffic status, transportation modal share, the causes of car dependency, and solutions and policies have been considered for all ten cities. Let’s look at the ranking together.

 

10. Tokyo, Japan: Urban Efficiency Amidst Ownership

Traffic Insights: Tokyo’s dense network of roads sees an average congestion level of 41%, with peak hours causing drivers to spend 46 minutes daily stuck in traffic.

Transportation Modal Share: Despite its 310 cars per 1,000 residents, Tokyo is a global leader in public transport usage. 85% of daily trips are made on trains, buses, and subways, powered by systems like the Yamanote Line, which moves 3.8 million passengers daily.

Causes of Car Dependency: Tokyo’s post-war economic boom transformed cars into status symbols. The sprawling Kanto region also relies on car ownership due to suburban expansion, though high parking fees and limited space deter excess use within the city core.

Solutions and Policies: Tokyo’s unique proof of parking requirement mandates that car buyers demonstrate ownership of a parking spot. Heavy investments in transit, including 12 Metro lines and 11 suburban railways, have created one of the most balanced mobility ecosystems globally.

 

9. Los Angeles, USA: Freeways to Gridlock

Traffic Insights: Los Angeles is synonymous with gridlock, with 62 hours annually lost to congestion per driver and an average commute time of 53 minutes.

Transportation Modal Share: With 640 cars per 1,000 residents, LA’s transit usage stands at just 6%, while 76% of residents commute by car—a stark contrast to its vibrant past as a rail-oriented city in the early 20th century.

Causes of Car Dependency: The post-war suburban boom and the infamous dismantling of the Pacific Electric Railway created a car-dominated urban sprawl. Housing policies and zoning laws further prioritized highways and single-family homes over dense, transit-friendly development.

Solutions and Policies: LA’s ongoing $88 billion Measure M initiative aims to reverse car dependency by expanding rail and bus networks. Projects like the Regional Connector Transit Project are set to integrate existing transit lines for seamless city-wide coverage.

 

8. Munich, Germany: Cars and Sustainability in Tandem

Traffic Insights: Munich experiences a moderate congestion rate of 27%, with peak delays adding up to 34 hours annually for drivers.

Transportation Modal Share: Although 580 cars per 1,000 residents are registered, over 70% of trips within Munich are made by bike, on foot, or via public transport. The S-Bahn and U-Bahn systems carry over 500 million passengers annually.

Causes of Car Dependency: Munich’s affluence, coupled with its automotive heritage as BMW’s headquarters, drives high car ownership. The city’s mixed-use development patterns, however, mitigate some of the typical effects of car dependency.

Solutions and Policies: Munich has invested heavily in its cycling infrastructure, with 300 kilometers of bike lanes and car-free zones in historic districts. Low-emission zones and incentives for electric vehicles are also reducing pollution from private cars.

 

7. Dubai, UAE: Cars as a Status Symbol

Traffic Insights: Dubai faces average congestion levels of 38%, with delays costing drivers 62 hours annually.

Transportation Modal Share: The city’s 540 cars per 1,000 residents contrast with its burgeoning public transit network. The Dubai Metro, spanning 75 kilometers, serves over 200 million riders annually, yet private car use dominates 80% of commutes.

Causes of Car Dependency: Rapid urbanization in the 1990s prioritized highways and car-centric infrastructure. Fuel subsidies and low vehicle import taxes further incentivized car ownership in this desert metropolis.

Solutions and Policies: Dubai has implemented toll systems like Salik and plans to expand metro and bus coverage under its 2040 Urban Master Plan. Recent initiatives also focus on creating walkable neighborhoods and integrating autonomous vehicles.

 

6. Kuala Lumpur, Malaysia: A City Stuck in Traffic

Traffic Insights: Kuala Lumpur has some of Southeast Asia’s worst congestion, with drivers spending 92 hours annually in traffic.

Transportation Modal Share: While 670 cars per 1,000 residents highlight car dominance, only 20% of daily trips are made on public transport despite significant investments in systems like the MRT and LRT.

Causes of Car Dependency: The city’s post-independence development favored suburban sprawl, with insufficient focus on integrated transit. Rising incomes during the 1990s further cemented car ownership as a symbol of success.

Solutions and Policies: The government’s Mass Rapid Transit project has added over 150 kilometers of rail since 2017. Future plans aim to increase the transit modal share to 40% by 2030.

 

5. Toronto, Canada: Gridlocked Suburbia

Traffic Insights: Toronto’s congestion ranks among North America’s worst, with drivers losing 142 hours annually to traffic delays.

Transportation Modal Share: With 740 cars per 1,000 residents, Toronto’s transit usage is at 23%, supported by systems like the TTC and GO Transit. However, 64% of residents rely on cars for commuting.

Causes of Car Dependency: Decades of suburban sprawl and car-centric infrastructure, combined with insufficient transit expansion, have created a heavy reliance on vehicles.

Solutions and Policies: Toronto’s SmartTrack project and expansion of the Eglinton Crosstown LRT aim to add over 75 kilometers of rail by 2030. Urban densification strategies are also being implemented to reduce reliance on private cars.

 

4. Singapore: Managing Cars with Precision

Traffic Insights: Singapore has remarkably low congestion levels for a dense city, with drivers spending just 50 hours annually in traffic.

Transportation Modal Share: With 390 cars per 1,000 residents, 80% of trips are made on public transit thanks to the efficient MRT and bus networks.

Causes of Car Dependency: While Singapore discourages excessive car ownership through its COE system, wealth and affluence still drive demand for luxury vehicles.

Solutions and Policies: Singapore’s world-class Land Transport Master Plan focuses on increasing rail capacity to 360 kilometers by 2040 and expanding bike-friendly zones. Toll systems like ERP further reduce road congestion.

 

3. Houston, USA: Freeways Over Freedom

Traffic Insights: Houston ranks among the most congested U.S. cities, with drivers losing 83 hours annually to gridlock.

Transportation Modal Share: With 850 cars per 1,000 residents, Houston’s transit ridership is just 6%, while 78% of commutes are car-based.

Causes of Car Dependency: Houston’s low-density zoning laws and emphasis on freeway expansion have made driving a necessity.

Solutions and Policies: The city is expanding its METRORail system and enhancing bike lanes, but its car-first culture poses significant challenges for change.

 

2. Perth, Australia: A Car-Dependent Outback

Transportation Modal Share: While 870 cars per 1,000 residents dominate, the city’s transit modal share is just 15%. Public systems like Transperth are underutilized due to sprawling suburban development.

Causes of Car Dependency: Perth’s geographic isolation and preference for low-density housing have historically favored cars.

Solutions and Policies: The Metronet project aims to double the rail network, focusing on connectivity and sustainable urban growth.

Traffic Insights: San Marino’s small size means minimal congestion, but narrow roads face frequent backups due to its high car density.

Transportation Modal Share: With 1,263 cars per 1,000 residents, public transport is virtually nonexistent, and cycling infrastructure is limited.

Causes of Car Dependency: Wealth, limited alternatives, and challenging terrain have cemented car ownership as a necessity.

This article discusses the importance of state government participation in the planning and creation of policy to facilitate TOD and recommends elements for a model state TOD program.

Liveable Neighbourhoods: Street Layout, Design and Traffic Management Guidelines

This chapter reviews the objectives of the Liveable Neighbourhoods Community Design Code (Liveable Neighbourhoods) and examines the relationship between urban design and the guidelines for street layout, design and traffic management which are the principal subject of this publication. For simplicity these guidelines will be referred to as ‘Traffic Management Guidelines’ throughout the remainder of the document.

Liveable Neighbourhoods promotes a more traditional spatial structure for new developments and provides an alternative approach to the design of neighbourhoods and towns to achieve compact, well-defined and more sustainable communities. It provides an approach to movement networks, street design and intersection control to support communities of neighbourhoods.
Communities are based on a system of ‘walkable neighbourhoods’. The neighbourhoods comprise land within a five-minute walk, or 400-metre radius. They are shown as circles with an area of around 50 hectares. Where a site is of sufficient size, neighbourhoods are clustered together around a central town.
Neighbourhood centres are no longer located in the centre of ‘cells’. Arterial streets and important local streets called Neighbourhood Connectors form the spine of the neighbourhoods and town, rather than the edges. Neighbourhood and town centres are located at the junction of these streets, reflecting their economic value in the modern movement economy. In this way the passing vehicle traffic supplements the local neighbourhood pedestrian and cyclist traffic in supporting the local shops (refer to Figure 1).
Liveable Neighbourhoods provides for a highly interconnected network of streets. The interconnected network allows compatible land uses that are required for daily needs to be located with walkable access and proximity. This provides a viable alternative to the need to drive from one land use to another, thus reducing traffic congestion on Arterial streets.
Culs-de-sac become less frequent, and are normally located near the far edge of a neighbourhood or town. They should be placed in a through reservation for pedestrian and cycle access and located so that they do not impede overall connectivity.
All streets, including Arterial streets and Neighbourhood Connectors, have an important role in the urban structure. They contribute to community liveability by integrating all modes of travel including motoring, walking, cycling and using public transport; and by supporting active land uses on both sides. The emphasis is upon connectivity, amenity and integration to achieve safe, efficient and attractive street networks.
The interconnected street system provides for ‘perimeter block’ development. Development fronts streets and open spaces, which is important for passive surveillance of these public spaces to provide for personal safety. On busier streets, service roads, laneways or lot layout techniques are used to enable development to front arterial routes, rather than back fencing. Personal safety of pedestrians is also achieved through avoiding segregated trails and narrow pedestrian underpasses in favour of on-street footpaths and safe pedestrian crossings at intersections through appropriate controls, including traffic lights.
Streets are designed to comfortably accommodate non-vehicular users and to support adjacent land uses. Footpaths and generous street trees are reintroduced to make walking attractive in Western Australia’s predominantly hot climate.
Streets are provided with on-street parking capacity to increase the amount of shared public parking and allow better utilisation of parking spaces. Onstreet parking also supports changes to development (intensification) over time.
Liveable Neighbourhoods provides for enhanced local identity, a wider choice of housing type, increased residential density over time, a more significant component of other land uses to support daily needs, including local employment, and higher levels of public transport provision.

Is sprawl undermining food security?


Many observers are concerned urban sprawl is sterilising prime vegetable-growing land in the peri-urban areas around our major cities. For example, The Age’s editorialist, alarmed by reports the Bailleau Government is about “to extend suburban Melbourne to vegetable growing areas”, is seriously worried about food security.
The paper says agricultural land in two outer suburbs in particular – Werribee and Casey – is “in the front line of urban expansion now that the Baillieu government intends to review the growth boundary every two years.” The paper quotes RMIT planning academic Michael Buxton:
We’ve already built over the best soils in this state …Why would you keep building over it and subdividing it when in the next 50 years we’re facing an era of incredible uncertainty and major changes to climate, to food supplies and to energy markets?
Food security is an important issue in its own right but before we can begin to address how it relates to sprawl we need to get some base information about the importance of agriculture in peripheral-urban areas. As with most political discussions, the other side of the argument is often neglected.
Here are some pertinent figures, mostly drawn from an article I wrote nearly two years ago on this issue:
Moreover, according to this report, between 1976 and 2009, the area of land in Australia devoted to farming and grazing declined by 33%, while the population grew from 13 million to 22 million. Most of the reclaimed land was shifted into a “conservation and natural environment classification”.

SUSTAINABLE URBAN TRANSPORT TECHNOLOGIES AND POLICIES: A RESEARCH PERSPECTIVE

Transport is intertwined with people’s daily lives and with socio-economic and cultural activities. Considering the interactions amongst all forms of transport, the location of facilities and land use (spatial development), and the fact that a variety of transport systems and technologies co-exist within a limited area where environmental loads are the heaviest, urban transport has become one of the major issues for the lives of citizens and well as for local business. Sustainability and transport is a major issue in Australian cities (with water and energy, see, Australia, House of Representatives, 2005) and in the global cities of the 21st Century. Governments play a major role in shaping visions for the future sustainability of urban societies, and for formulating land use, transport and environmental policies, and the private sector is involved in the delivery of technology, both as producers, and, increasingly owners and operators of infrastructure.
Technologies (and associated techniques) can be studied in terms of form, function and their political, economic and social context. Urban transport – the infrastructure that supports the movement of people and goods – is an example of a technological system and the first section of this paper explores this link between technology and culture. The context for this exploration into contemporary research issues on sustainable urban transport is provided in the following section with a brief history of transport planning and policy.

The great societal challenge now is how to create sustainable urban environments to improve the collective human experience. In Australia, ecologically sustainable development (ESD) with the inter-governmental agreement is one of the current external drivers to urban transport planning and policy. This paper then explores research issues that are relevant to metropolitan regions in Australia, such as an appropriate definition for “sustainability”, performance indicators, and their spatial scales. It also provides a specific case study of sustainable urban transport policies and technologies in urban Japan. This is based on interviews with government officials conducted by the author and his colleagues at Nagoya University. Drawing again on the Japanese experience, and on comparative data from other international cities, the relative roles of public transport technology and road technology are explored, and implications for policy are outlined. Finally, and given the importance placed on practical experience and policies from other global cities, a research challenge is finding mechanisms to facilitate international collaboration in sustainable transport and cities. One such research collaboration involving Nagoya University and Tongji University, The People’s Republic of China, is outlined. One of its internationally competitively awarded research projects – into the dynamics of polycentric employment formation, and associated land-use and transport policies – is briefly described. Finally, the conclusions summarise the main points of a research agenda for sustainable transport and cities with particular reference to Sydney.

URBAN PLANNING AND DEVELOPMENT OF THE AUSTRALIAN CAPITAL TERRITORY, CANBERRA: A CRITICAL REVIEW

Urban planning plays an important role in shaping a city. Without prior or appropriate planning, the city may grow or change in an uncontrollable way due to population and social, economic and environmental changes. Such changes are of course fundamental in planning.
In Canberra—the Australian National Capital—the history of development and planning has experienced subsequent changes over time since its formulation. Walter Burley Griffin—the Town Planner for Canberra—created this city on a basis of a Land and Water Axis principle, which is, at present, still the basic concept for the development. Whether the urban planning history of Canberra makes a positive or negative contribution to its development, a number of key factors are taken into consideration in this paper as follows:

First of all, I will briefly trace the history of the Capital City followed by an introduction to planning concepts of the winning design. Secondly, the main focus of this paper, I will argue that the planning and development of Canberra with regard to certain issues such as land use planning and transportation planning and its associates and urban consolidation have so far brought both positive and negative outcomes; and finally, I will draw a conclusion stating my own judgments on the planning implementation followed by an opinion.

Spatial Network Analysis of Multimodal Transport Systems: Developing a Strategic Planning Tool to Assess the Congruence of Movement and Urban Structure

This paper introduces a GIS-based tool designed to assess centrality and connectivity in urban public transport networks. Despite some recent progress and supportive rhetoric by policy makers, the public transport systems of large Australian cities remain characterised by market shares significantly below those in most developed cities outside the US. Public transport users and experts have long lamented that sizeable proportions of Australian metropolitan areas have no access to high-quality public transport services and where they do these services only cover a limited range of possible destinations. Public transport thus largely fails to live up to a ‘go anywhere, anytime’ principle that would make it more competitive with car travel. The spatial network analysis of multimodal urban transport systems tool (SNAMUTS) endeavours to identify and visualise strengths and weaknesses of geographical coverage, network connectivity, competitive speed and service levels in a coherent mapping exercise. The tool is designed to aid discussion and to lend weight to decision making within the fields of land use planning and transport planning, particularly where outcomes leading to more sustainable transport options are needed. The development of the tool has been closely linked to needs arising from the recent metropolitan planning strategies: Melbourne 2030 and Perth’s Network City, where there are movement and activity centre networks promoted as redevelopment corridors and nodes. While such strategies articulate key sustainable transport concepts such as the desire to ‘promote public over private transport’ and land use transport integration, to date the basis for critical decisions as to which centres should be promoted or where to improve the public transport network have been made in a vacuum. This tool aims to fill that vacuum and can thus serve as a communicative tool for transport and land use planners, urban designers and community advocates.
An earlier study conducted a review of ways to measure accessibility (Scheurer and Curtis, 2007) and this assisted in the development of the model. The model was first developed in 2006 for Melbourne’s north-eastern suburbs in a project initiated by seven local councils and convened by the Metropolitan Transport Forum. In 2007-08, as part of an ARC Linkage grant on Transit-Led Development in a New Rail Corridor, it has been applied to the entire Perth metropolitan area to conduct a before-and-after assessment of the impacts of the Perth to Mandurah railway opening later in the year. The findings from this assessment are documented in this paper.

THE IMPACT OF URBAN DEVELOPMENT ON AIR QUALITY AND ENERGY USE

Melbourne has been used as a case study to investigate the effects of six alternative urban forms on air quality. The forms are Dispersed City, Compact City, Corridor City, Multi-Nodal City, Fringe-Development City and 'Business-As-Usual' City. We took 1991 as the base year, using emissions, population and transport data supplied by EPA Victoria. We specified changes in activities for each alternative development to the year 2011. We used an integrated landuse-transport optimisation model (Topaz 2000) to predict the changed emissions for each scenario. A coupled 3-D meteorological model (LADM) and photochemical airshed model (extended CIT model) were used to predict the hour by hour air quality conditions on an adverse winter day and an adverse summer day. For the modelled cases we found: Photochemical Smog. The exposure levels show a 55% improvement from base year for the Corridor City, compared with a 71% worsening for Business as Usual. Particulate Pollution. With particulate build up, there would be an improvement of 14% for the Corridor City and a worsening by 61% for Business as Usual compared to the base case. Exposure in the Compact City is, for the given emission load, substantially worse than in any other.

Residents’ perceptions of walkability attributes in objectively different neighbourhoods: a pilot study

Physical attributes of local environments may influence walking. We used a modified version of the Neighbourhood Environment Walkability Scale to compare residents’ perceptions of the attributes of two neighbourhoods that differed on measures derived from Geographic Information System databases. Residents of the high-walkable neighbourhood rated relevant attributes of residential density, land-use mix (access and diversity) and street connectivity, consistently higher than did residents of the low-walkable neighbourhood. Traffic safety and safety from crime attributes did not differ. Perceived neighbourhood environment characteristics had moderate to high test–retest reliabilities. Neighbourhood environment attribute ratings may be used in population surveys and other studies.
