Top 10 Cities with the Highest Car Ownership Rates and Their Struggles Against Car Dependency

 

Imagine cities where cars outnumber people, where the hum of engines defines the rhythm of life. These urban landscapes tell stories of sprawling highways, congested streets, and a culture deeply rooted in car dependency. But what shaped these cities, and how are they grappling with the consequences?

In this video you find a ranking of ten cities with the highest car ownership rates. The cities in the ranking are only larger or international cities, while smaller cities have not been considered. The larger the car ownership rates are, the more dependent cars the cities are. The four elements of traffic status, transportation modal share, the causes of car dependency, and solutions and policies have been considered for all ten cities. 10. Tokyo, Japan: Urban Efficiency Amidst Ownership

Traffic Insights: Tokyo’s dense network of roads sees an average congestion level of 41%, with peak hours causing drivers to spend 46 minutes daily stuck in traffic.

Transportation Modal Share: Despite its 310 cars per 1,000 residents, Tokyo is a global leader in public transport usage. 85% of daily trips are made on trains, buses, and subways, powered by systems like the Yamanote Line, which moves 3.8 million passengers daily.

Causes of Car Dependency: Tokyo’s post-war economic boom transformed cars into status symbols. The sprawling Kanto region also relies on car ownership due to suburban expansion, though high parking fees and limited space deter excess use within the city core.

Solutions and Policies: Tokyo’s unique proof of parking requirement mandates that car buyers demonstrate ownership of a parking spot. Heavy investments in transit, including 12 Metro lines and 11 suburban railways, have created one of the most balanced mobility ecosystems globally.

 

9. Los Angeles, USA: Freeways to Gridlock

Traffic Insights: Los Angeles is synonymous with gridlock, with 62 hours annually lost to congestion per driver and an average commute time of 53 minutes.

Transportation Modal Share: With 640 cars per 1,000 residents, LA’s transit usage stands at just 6%, while 76% of residents commute by car—a stark contrast to its vibrant past as a rail-oriented city in the early 20th century.

Causes of Car Dependency: The post-war suburban boom and the infamous dismantling of the Pacific Electric Railway created a car-dominated urban sprawl. Housing policies and zoning laws further prioritized highways and single-family homes over dense, transit-friendly development.

Solutions and Policies: LA’s ongoing $88 billion Measure M initiative aims to reverse car dependency by expanding rail and bus networks. Projects like the Regional Connector Transit Project are set to integrate existing transit lines for seamless city-wide coverage.

 

8. Munich, Germany: Cars and Sustainability in Tandem

Traffic Insights: Munich experiences a moderate congestion rate of 27%, with peak delays adding up to 34 hours annually for drivers.

Transportation Modal Share: Although 580 cars per 1,000 residents are registered, over 70% of trips within Munich are made by bike, on foot, or via public transport. The S-Bahn and U-Bahn systems carry over 500 million passengers annually.

Causes of Car Dependency: Munich’s affluence, coupled with its automotive heritage as BMW’s headquarters, drives high car ownership. The city’s mixed-use development patterns, however, mitigate some of the typical effects of car dependency.

Solutions and Policies: Munich has invested heavily in its cycling infrastructure, with 300 kilometers of bike lanes and car-free zones in historic districts. Low-emission zones and incentives for electric vehicles are also reducing pollution from private cars.

Transportation Modal Share: The city’s 540 cars per 1,000 residents contrast with its burgeoning public transit network. The Dubai Metro, spanning 75 kilometers, serves over 200 million riders annually, yet private car use dominates 80% of commutes.

Causes of Car Dependency: Rapid urbanization in the 1990s prioritized highways and car-centric infrastructure. Fuel subsidies and low vehicle import taxes further incentivized car ownership in this desert metropolis.

Solutions and Policies: Dubai has implemented toll systems like Salik and plans to expand metro and bus coverage under its 2040 Urban Master Plan. Recent initiatives also focus on creating walkable neighborhoods and integrating autonomous vehicles.

 

6. Kuala Lumpur, Malaysia: A City Stuck in Traffic

Traffic Insights: Kuala Lumpur has some of Southeast Asia’s worst congestion, with drivers spending 92 hours annually in traffic.

CN TOWER A Monument to Canadian Architecture


Towering above the Toronto, Ontario, skyline like a giant needle piercing the sky, the CN Tower rises 555.3456 metres (1,822 feet 1 inch) from the shores of Lake Ontario, entering itself into the record books as the world's tallest free-standing structure. (There are other taller stuctures in the world, but they are not self-supporting.)
Sprouting out of the earth like a three-pointed star, the 'steel-reinforced, lost-tensioned concrete' structure tapers to the base of the Sky Pod 365.76 metres (1,200 feet) above the ground. Glass-front elevators whisk visitors up the outside walls of the tower in just over one minute as they watch the earth disappear below them and the horizon stretch out before them. As they step out into the lower observation level, a 120 km (75 mile) vista greets them.

The Sky Pod is actually seven separate levels, including broadcast facilities, a revolving restaurant, and two observation levels. One level is fully enclosed for the more 'faint-of-heart' visitors, offering them at least a feeling of security, while the other is partially opened, allowing visitors to fully experience the sensation of dizzying heights by looking down along the 'Y' legs of the tower.
Looking north, the city of Toronto appears as a scale model with the tallest skyscrapers pointing upwards far below. Toward the south (and during perfect weather conditions) the city of Buffalo, 158 km (98 miles) away as the crow flies, can be seen.

Master of Urban Design Studies- University of Toronto

The Master of Urban Design Studies (MUDS) program will provide intensive, advanced education in Urban Design from an interdisciplinary perspective for students who plan to pursue a professional career in an urban discipline such as planning, urban development policy, private-sector urban real estate development, municipal and planning law and the design disciplines. The MUDS degree is based on an intense one year (two semester) program. It is intended to provide an entry into the area of Urban Design for students coming from a broad range of disciplines (in contrast to the MUD program in the Faculty of Architecture, Landscape and Design, which requires prior completion of a professional degree in Architecture or Landscape Architecture or a graduate degree in Planning with a design specialization).
The objectives of the program are to augment the prior education, training and experience of incoming students by fostering a deeper understanding of the interdependence of economic, social and political forces that shape the character, physical structure and dynamic properties of cities, and to develop their knowledge of the principles and practices of urban design broadly defined. These objectives are achieved through the completion of two semesters of intensive coursework in urban design history and theory, methods and regulatory frameworks, and in studios/workshops in which students develop and apply their skills to real case studies. A central feature of the program is its integration with social science perspectives on the shaping of urban form. This approach will provide students with a firm understanding of the possibilities for, and limits of, urban design.
Candidates will be accepted into the Master of Urban Design Studies program under the general regulations of the School of Graduate Studies. Admission to the MUDS program is anticipated from three different streams. The specific admissions criteria applied to each stream are as follows:
Stream 1: Bachelor’s degree with high academic standing or its equivalent in Planning, Architecture, or Landscape Architecture with a strong design concentration. An average of at least B+ (or upper second class) standing in the final year is required.
Stream 2: Master’s degree in a professional field such as Planning, Architecture, Landscape Architecture, Business Administration, and Law. An average of at least B+ in graduate studies is required.
Stream 3: Bachelor’s degree with high academic standing or its equivalent in any discipline plus evidence of significant professional experience (normally at least five years) in an area related to Urban Design and Planning. An average of at least a mid-B standing in final year.
 Due to limited enrolment capacity, meeting minimum standards does not guarantee admission.

Toronto’s Genius Project: Evergreen Brickworks

Evergreen Brickworks, a stellar project from Canada’s Evergreen non-profit, re-imagines a derelict 12-acre brownfield site, which was once a historic brickworks, in the heart of Toronto as a “center for learning on urban ecology.” At a session at the 2011 GreenBuild, Evergreen, an organization that asks people to ”imagine your city with nature,” and the team’s architects and energy modellers delved into the details of this model urban redevelopment initiative.
According to Robert Plitt, sustainability manager for Evergreen, the venue was envisioned as a site that could “speak to the broad issues of sustainability in cities.” Given cities have “eliminated natural processes,” what would be better than turning one of the most hard-core brownfields into an environmental learning center, public arts space, ecological landscape demonstration project, and farmer’s market? Evergreen wanted to show that no matter how environmentally degraded, ”cities can rest in a foundation of the natural world.” The organization, however, not only had to address the challenges of remediating a brownfield but also learn how to maintain a site on a floodplain.
The Don Valley Brickworks, which provided almost all the bricks for Toronto’s older buildings, shut down by the mid-20th century. Since 1975, it’s been abandoned. Some amazing features of the old site: There are 300-foot brick kiln tunnels, beautiful old machinery, towering spaces, and decades of graffiti. But the site rests within a major floodplain, which gets up to 12 feet of water during hurricanes. It’s also a part of the “world’s largest ravine system” at some 26,000 acres, which underlies parts of Toronto. Given the challenging geological and hydrological conditions of the site, the Toronto government almost denied moving forward with the project, but “leadership across the federal, provincial, and city governments wanted this to happen.”
This historic brownfield redevelopment project was forged out of ”hundreds of partnerships,” resulted from “deep community engagement,” and is financed by some $30 million CA in public funds (and another $25 million CA raised through donations).

Life-size Monopoly House: The Art Of Green Architecture


If life’s a game, you’re gonna need some bigger playing pieces. When the game’s Monopoly, you can count on at least one game geek artist to make your larger-than-life board game anything but boring: by building a life-sized, giant green Monopoly House.
When artist An Te Liu (above) announced he was planning some “green architecture” for the 2009 Leona Drive Project, few expected the result would be a house painted green… ALL green. Yet that’s just what Liu built on a quiet residential street in suburban Toronto.
Dubbed “Title Deed”, the modified 1940′s “salt box” house was inspired by the iconic green plastic houses players of the board game Monopoly can buy for $100 each and place on their properties, thus driving up the rent other players have to pay. One wonders what other residents of Leona Drive thought about the idea… perhaps something along the lines of “Go directly to jail, do not pass Go, do not collect $200.”

PhD in Planning, University of Toronto

The Planning PhD program is a four-year program that can be completed on a full-time basis by a student who has a Master's degree in Planning or in a discipline appropriate to the intended field of study. (See also the current School of Graduate Studies (SGS) Calendar.) The primary objective of the PhD in Planning is to prepare students for academic careers in teaching and research. Some may also pursue an advanced planning career in the public, non-profit or public sector, given the rising demand for people with a PhD credential outside of academia.
The PhD program in Planning has 3 fields of specialization:
  • City-regions in global context: economic development and social planning
  • Environment and sustainability planning
  • Urban development, design and the built environment
Our program is designed to provide students with a broad and critical knowledge of planning history, theory and practice, as well as rigorous training in research. These objectives are achieved through a combination of advanced seminars and workshops, a comprehensive exam and a doctoral dissertation. As part of their training, students also receive teaching assistantships and may be offered research assistantships, as these become available.

In Markham, the dream of an urban village that never was

More than 10 years ago, a charismatic Cuban American architect embarked on a bold plan to transform a plot of Ontario farmland into a bustling urban utopia, a place where dwellers would swap cars for walking shoes and enjoy a sense of urbanity in what would have otherwise been just another suburb.
Or so that was Andres Duany’s plan.
Instead, cars today zip up and down the narrow avenues and not a pedestrian, charming coffee shop, nor restaurant is in sight. It is a Tuesday afternoon, and two beauty salons are inexplicably closed for the day, a real estate office is locked with snow piled high outside its door, not a single child is playing in Mews Park, and the convenience store sees only a trickling of residents. Here and there a York Regional Transit bus rolls along, but public transportation to, from  and within Cornell is far from comprehensive.
“The mindset was that people wanted a village feel, but what emerged was a sort of pseudo-village,” said Michael Spaziani, a Toronto architect who a decade ago helped create Cornell’s open-space master plan, adding that Cornell is so far nothing more than a “cuter form of sprawl.”

Why Private Transit is Destined to Fail

For people who despair of the costs of public transit systems but recognize their necessity in big cities, one of the panaceas is privatizing them. They believe that market-oriented business people will make better decisions, run the systems more efficiently, and relieve public budgets of big ticket items.
They’re dreaming.
The critical factor in transit provision is density. High-density areas can support high volume transit like subways. As the density is reduced, the supportable form of transit changes from subways to streetcars to buses to minibuses to jitneys. Putting the wrong vehicle in an area is an invitation to requiring operating subsidies, or to inadequate service that will lead to declining ridership.

There are several types of urban studies degree. The interdisciplinary degree gives students an overall education in civil planning and policy making through studies in disciplines including economics, geography, political science, sociology, planning and anthropology. Another form of specialization usually involves the planning and architecture department of a university, and is geared more toward training specifically in community planning (for more information on planning, visit the University of Waterloo’s site: http://www.fes.uwaterloo.ca/planning/about/whatisplanning.html). In all programs, there is usually a component of professional, hands-on experience in the community to the degree; furthermore, all students in urban studies programs learn to develop their own informed critiques of current public policy and to create improvements of that policy that are sensitive to the needs of their communities.

    Developing sustain ability: sustainability policy and gentrification on Toronto's waterfront

    A "three pillar" concept of sustainability guides the current publicly funded planning and redevelopment process on Toronto's waterfront. While this concept serves as a guiding framework, sustainability is largely defined in planning and redevelopment policy and practice by multi-level public sector urban intensification policy and a reliance on the private sector-led implementation of new sustainable communities. This study connects perspectives on "policy-led gentrification" and "third-wave gentrification" with an exploration of public plans and development strategies for the new West Don Lands waterfront neighbourhood. It traces how sustainability objectives are integrated into a gentrification process driven by public sector planning and development policies and private sector development interests. Components of the integration of sustainability into gentrification practices are the sale of publicly owned waterfront lands to private developers and public sector financial an educational incentives for private real estate development that meets Leadership in Energy and Environmental Design sustainability targets.
