Which city built the first bike lane? A Tale of Bicycles, Cars, and Urban Revolution

 Where and when was the first bike lane built? Maybe this is the question you’ve asked yourself and thought there should be a straightforward answer. Here are some of the facts about the first city in which the first bike lane was built.

In the wake of World War II, urban planners increasingly realized the cost of car dependency: clogged streets, smog-filled skies, and diminished quality of life. Davis, California, 1967: A Pioneer of Bike Infrastructure

In the 1960s, Davis, California—a small university town—faced rising car traffic and growing concerns about cyclist safety. In 1967, the city implemented one of the first bike lanes in the United States, complete with dedicated paths separated from motorized traffic. Davis’s efforts were groundbreaking, earning it the title of “Bike Capital of America.” Today, Davis boasts over 100 miles of bike paths, a testament to its early commitment to cycling infrastructure.

Copenhagen, Denmark: A Legacy from the 1920s

Long before Davis, Copenhagen had begun experimenting with dedicated bike paths. By the 1920s, the Danish capital had created some of the earliest cycling lanes in Europe. These paths were rudimentary by today’s standards, but they marked a significant shift in urban planning. Copenhagen’s cycling culture only grew stronger over the decades, and today, over 62% of residents commute by bike.

London, UK: The Forgotten Victorian Paths

Surprisingly, some of the earliest bike lanes might date back to Victorian-era London. In the late 19th century, cycling clubs lobbied for smoother roads and safe spaces for their members. While these were not formal “lanes,” they laid the groundwork for later developments. By the early 20th century, London had begun experimenting with designated bike paths, though these efforts were overshadowed by the city’s rapid motorization.

Amsterdam, Netherlands: A Grassroots Revolution

In the 1970s, Amsterdam faced a crisis. Rising car traffic had led to a spike in road fatalities, including many children. Outrage sparked the Stop de Kindermoord (Stop the Child Murder) movement, which pressured the government to prioritize cycling. By the end of the decade, Amsterdam had established a vast network of bike lanes, transforming it into a cyclist’s paradise. Bikes vs. Cars: The Urban Battle

 Cities around the world have long been defined by how we choose to get around. For decades, cars have been the dominant force shaping urban landscapes, with highways, wide roads, and sprawling parking lots. But as we face growing concerns about climate change, pollution, and traffic congestion, there's been a push to rethink our reliance on cars. This has led to a battle between bikes and cars for the future of our cities. Let’s explore how two iconic cities, Amsterdam and Los Angeles, represent opposite sides of this urban struggle.


The Rise of Bike Culture: Amsterdam’s Success Story

Amsterdam is often seen as the gold standard for bike-friendly cities. But it wasn’t always this way. In the 1950s and 60s, Amsterdam, like many other cities, was moving towards a car-centric future. Cars flooded the streets, and cycling was in decline. However, a dramatic shift happened in the 1970s.

  • The Turning Point: The 1970s Oil Crisis and Protests
    By the early 1970s, the number of cars in the Netherlands had skyrocketed, and road safety was a major issue. In 1971 alone, over 3,000 people died in traffic accidents, including 400 children. This sparked widespread protests, with groups like “Stop de Kindermoord” (Stop the Child Murder) leading the charge for safer streets. The oil crisis of 1973 further fueled the shift, as fuel prices surged, prompting the government to promote cycling as a cost-effective alternative.
  • Biking Takes Over
    Thanks to grassroots activism and government support, Amsterdam invested heavily in cycling infrastructure. Today, 38% of all trips in Amsterdam are made by bike, and there are over 515 kilometers (320 miles) of bike lanes throughout the city. The city also boasts 881,000 bicycles, outnumbering its 821,000 residents. Cyclists are given priority on many roads, and car traffic is often restricted or slowed to accommodate them.
  • Economic and Environmental Impact
    Cycling in Amsterdam saves the city €19 million annually in health costs, thanks to reduced pollution and increased physical activity. Additionally, cycling has significantly lowered the city’s carbon footprint. In 2019, cycling in the Netherlands was estimated to prevent the emission of around 1.41 million tons of CO2 each year.
    That's the equivalent of taking 250,000 cars off the road.

Los Angeles: A Car-Dependent City’s Struggle to Embrace Bikes

While Amsterdam is a success story, Los Angeles represents the other side of the spectrum. Built with the car in mind, LA is known for its sprawling freeways and car culture. But as traffic congestion worsens and environmental concerns rise, the city is trying to make room for bikes.

  • A City Built for Cars
    Los Angeles has the highest car ownership rate in the U.S., with nearly 2.5 million cars registered in the city. The average Angeleno spends around 119 hours per year stuck in traffic, costing the city $9.3 billion in lost productivity annually. This car-centric infrastructure leaves little room for bikes, and as of 2023, only 1% of all trips in Los Angeles are made by bicycle.
  • Attempts at Change: The LA Bike Plan
    In recent years, Los Angeles has tried to reverse its dependence on cars. The 2010 LA Bike Plan aimed to add 1,684 miles of bikeways by 2035. However, progress has been slow. As of 2023, the city had built only 700 miles of bike lanes, often facing resistance from drivers and local businesses. For example, when the city installed bike lanes on Westwood Boulevard, it faced backlash from motorists concerned about losing parking spaces.
  • Mixed Results
    The push for more bike-friendly infrastructure in Los Angeles has led to some successes, such as the Expo Line Bike Path, which spans 12 miles and connects key neighborhoods. However, the city still struggles to match the bike infrastructure of cities like Amsterdam or even Portland, where 7% of all trips are made by bike.
  • Health and Environmental Benefits
    Despite the challenges, increasing bike use in LA could have huge benefits. If just 5% of all car trips were replaced with bike trips, the city could reduce CO2 emissions by over 2,000 tons annually. It would also help improve air quality in a city that often ranks among the worst in the U.S. for pollution.

Bikes vs. Cars: The Global Perspective

The battle between bikes and cars isn’t just limited to Amsterdam and Los Angeles. Cities around the world are grappling with this challenge.

  • Copenhagen, Denmark
    Often cited alongside Amsterdam as one of the world’s most bike-friendly cities, Copenhagen aims to be carbon-neutral by 2025. Currently, 62% of residents commute by bike daily, and the city has invested over €200 million in cycling infrastructure since 2005. The “Cycle Superhighways” project connects the city center with the suburbs, encouraging even more residents to cycle instead of drive.
  • Bogotá, Colombia
    Bogotá has implemented Ciclovía, where 120 kilometers of streets are closed to cars every Sunday, allowing cyclists, pedestrians, and skaters to take over. This initiative has inspired cities like New York and Mexico City to adopt similar programs. Bogotá also boasts over 550 kilometers of dedicated bike lanes, showing that bike culture can thrive even in car-dominated regions.
  • China
    In China, bike-sharing programs have exploded in popularity. Companies like Mobike and Ofo flooded cities with millions of bikes, resulting in 70 million daily bike trips at the peak of the trend. While the bike-sharing boom has since cooled, cities like Beijing and Shanghai are investing heavily in dedicated bike lanes to reduce car congestion.

Conclusion: The Road Ahead

The battle between bikes and cars is far from over. Cities around the world are recognizing the need to shift away from car dependency to more sustainable, healthier modes of transportation. Amsterdam shows us that with the right policies and infrastructure, a city can transform itself into a bike paradise. Bicycling as a Way of Life: A Comparative Case Study of Bicycle Culture in Portland, OR and Amsterdam

Over the last decade, bicycling has found itself a place on both the policy and academic agenda. The bike is becoming an important part of urban transportation and life. Most academic research focuses either on determinants of bicycle use or emphasises bicycling as a cultural phenomenon. This paper attempts to bridge these two strands by arguing that ‘bicycle culture’ consists of both a material and a socially constructed dimension. This notion is explored empirically in a comparative case study of Amsterdam and Portland, OR. It concludes with some of the underlying mechanisms in which material and discursive factors interact and states that both policy makers and academics should be sensitive to their respective geohistorical context.

The World's 7 Most Bike-friendly Cities

Bike capital of the world; 40% of Amsterdam’s traffic is by bicycle and the 750.000 residents own an estimated 600.000 bicycles. Bikes are by far the most popular means of transport, partly due to that fact that it’s almost impossible to drive a car around the narrow streets with canals, and due to the high price of parking – if you are lucky enough to find a spot to park.
Just about everybody cycles in Amsterdam – and it’s not unusual to see mothers, 2 kids and shopping all on the same bike. With its extensive network of routes dedicated to cyclists, plenty of places to park (Amsterdam is building a 10.000-bike parking garage at the main train station) and its bike culture, Amsterdam is a great place to cycle.

With a vibrant bike culture, I'm not sure that many Copenhagerners agree that Amsterdam is the world's bike capital. Approximately a third of Copenhagen’s resident’s cycle to work daily – including myself. With an extensive network of dedicated paths, separated from the main road – including traffic lights specifically for cyclists – cycling is a quick and practical way to get around.
The local council is planning to on doubling its spending on cycling infrastructure during the next couple of years, and already parts of town are car-free and taking a bike for free on the subway system enables you to cycle further afield.
To encourage tourists to enjoy Copenhagen by bike, the city provides more than 2000 public bicycles, which can be found throughout the downtown area. Simply deposit 20 dkr to unlock your bike from one of the 100 cycle racks and enjoy your trip. Your money is refunded, when you return the bike to one of the racks.

Bicycle Use and Safety In Paris, Boston, and Amsterdam

This article examines bicycle use and safety behavior in Paris, Boston, and Amsterdam. Population-adjusted bicycle and passenger car death rates in France, the United States, and The Netherlands provide context for understanding bicycle use and safety behavior. Observation data on helmet use and use of lights at night are also presented. Boston has the fewest bicycles per hour at 55, Paris is next at 74, compared to 242 cyclists per hour in Amsterdam. Thirty-two percent of Boston cyclists wore helmets versus only 2.4% of Paris cyclists and only 0.1% of Amsterdam cyclists. In contrast, Paris cyclists were far more likely to use lights at night (45.2%), than Boston cyclists (15.6%) or Amsterdam cyclists (7.6%). With bicycle and car deaths as the numerators, and the French, U.S., and Dutch populations as the denominators, the Netherlands appears to have a dramatically lower death rate for people in passenger cars and for the combined group of cyclists and passenger car occupants. Transportation safety policies in the Netherlands appear to be working better than policies in the U.S. or France. Politicians, transportation planners, and safety experts can learn a lot from the Dutch about how to promote cycling and build a safe bicyclefriendly environment.

Bicycle policies of the European principals: continuous and integral

The ten reports presented here are chiefly specifications of the general trend of ‘continuous’ and ‘integral’. Each town has its own story, with a different emphasis due to particularly local circumstances. The similarities and differences between the ten reports will be analysed in more detail at the end of this publication, in chapter 12. Ten cities with respectable bicycle use.
Often higher bicycle percentages are claimed. Upon closer examination, however, these only refer to local trips within municipal boundaries, or specific segments like commuter traffic. The table above and the national surveys below only provide data that are known to relate to the bicycle percentage in all trips (by inhabitants of the town or country concerned). These figures are derived from many sources; at least two per town (minor differences having been erased).
The Netherlands, Denmark, Germany and Belgium are the countries with the highest bicycle use in Europe. Within these countries, the ten cities discussed here really are foremost as far as bicycle use is concerned. Bicycle use in these countries and cities is of an altogether different level than elsewhere in Europe:
• In The Netherlands the bicycle percentage in the model split has been approx. 26% over the last decades. The top cities score between 35% and 40%; cities with the lowest bicycle use rank between 15% and 20%.
• In Denmark the bicycle percentage is between 15 and 20%. Differences in bicycle use between the cities are relatively small; bicycle use in the cities is quite commonly at a level of 20% of all trips. Only Odense and Copenhagen (far) surpass this: Odense approx. 26% and Copenhagen nearer to 32%.
• In Germany on average 10% of all trips are made by bicycle. The western federal states have a higher average bicycle use, especially Nordrhein-Westfalen. Next to Münster and Freiburg there are more cities with bicycle percentages between 20% and 30% there. In other federal states bicycles are by no means absent either; Berlin for instance has a bicycle percentage of approx. 10%.
• Belgium has an average bicycle percentage of not much more than 8%. Many cities in Flanders approach the level of Ghent: somewhat over 15%. The town of Bruges even has a slightly higher bicycle percentage.

Although average bicycle use is much lower in other European countries, there are some striking extremes:
• In Great Britain bicycle use is on average only 2% (London even slightly lower), but there are several incidental cases with a much higher degree of bicycle use (York and Hull 11%, Oxford and particularly Cambridge close to 20%). A similar pattern – even slightly more extreme – can be discerned in Sweden and especially Italy.
• Ireland scores 3% - 4%, with virtually no upward extremes (Dublin 5% at most).
• In Sweden bicycle use is on average 7% of all trips; for cities this is 10%. Peaks: Lund and Malmö 20%. The small town of Västerås (115,000 inhabitants) has an incredible 33% bicycle percentage according to a source quoted time and time again.
• In the Czech Republic, as in other Eastern European countries, there are a few cities with some degree of bicycle use (Ostrava, Olomouc and Ceské Budejovice, between 5% and 10%) and some with an even higher bicycle use (Prostejov 20%). However, average use is low: far below 5%.
• Austria has an average bicycle percentage of 9%, with Graz (14%) and Salzburg (19%) as extremes.
• Switzerland scores approximately 11% for bicycle use, with several cities at a slightly higher level, like Bern (15%), Basel (17%) and particularly Winterthur (approx. 20%).
• France has a low average bicycle use (5%), nor has it many extremes: Strasbourg 12%, Avignon 10%.
• Although in Italy average bicycle use is as low as 5% , with Rome even far below 1%, there are a number of striking exceptions. Especially the Po valley, with cities like Parma (over 15%) and with Ferrara as the best-known extreme example: around 30% bicycle percentage. Another remarkable town elsewhere in Italy is Florence (over 20%).

Changing Mindsets on Sustainable Transportation

In some countries, such as the Netherlands, the price of a gallon of gas is around $8, this is one way the government is trying to change behavior. However, drivers still behave as if accelerating doesn’t cause higher fuel consumption and the Netherlands can afford to push drivers away from cars; there are bike paths everywhere. In most major cities it is easier to get from place to place on bicycle than by car. A country like the United States does not have that option. Additionally, a developing country has even less of an option of using bicycles.
For bikes to be an efficient alternative there needs to be large flat areas that are easy to traverse using a bicycle. Hilly areas are extremely difficult to travel if bikes are used to carry goods as well as people. In the Netherlands it’s possible to carry a case of beer on the back of the bike because there are so few hills to climb. However, in a hilly country like Afghanistan or India it’d be extremely difficult to do the same on anything other than a motorize bike.
In the upcoming decades we will be seeing a huge increase in the number of people with vehicles. Tata is now producing a $2000 car, which is just above the GDP per capita of India. The GDP per capita of India is likely to continue to increase. If India moves in a direction of the United States, which has roughly 250 million passenger vehicles (roughly 3 cars for every 4 people), this will lead to roughly 900 million passenger vehicles on the road.

Institutions in urban planning and urban transport; an Amsterdam /Naples case study

The Netherlands have always been known for its outstanding road and waterworks system. From The Middle Ages on the Netherlands always had good point-to-point road systems (the diligence-system) and good waterways (trekvaarten; the canal-system that lead from city to city), that connected all the major cities. This system was further expanded when in 1839 the first railway was opened that ran from Amsterdam to Haarlem. In the next couple of decades this system expanded into a nationwide system. Every major city became connected on rails with other cities in The Netherlands. Since the train was a new phenomenon a complete new infrastructure had to be build to facilitate the transport over rails, but also to accommodate waiting passengers. Travelling by train was expensive and therefore trains were only used by the rich who could afford a (second) house outside of the major city where they worked. They were, in fact, the first commuters (Schmall, 2003). To facilitate this “commuting” and to make travelling easy, the new stations were often built just outside of the busy and historic downtowns, at the end of a major artery. Examples are Amsterdam Central station, The Hague central Station, Rotterdam Central Station, Utrecht Central Station & Leiden Central Station. But the old ways of living are changing: after the 1960’s a new trend arose in the spatial living preferences; People used to move to the big city and rail lines ran from downtown to downtown. This all changed after the economic growth of the 60’s and 70’s. The economic boom of that resulted into a fled of the city. New Towns and suburbs where booming. People no longer worked and lived in the same place; making travel patterns appear crisscross on the map. The result of this phenomenon was the biggest change in urban living forms we have seen so far; The Netherlands, and countries around the world, changed from a monocentric city landscape into a huge, diverse polycentric urban landscape. This phenomenon is greatly described by Castells (1989 & 1996) and others.
Since the urban landscape has changed radically the last 30 years, much of the old “polder1” sites have been claimed by the expanding cities and towns. This change resulted into a completely different pattern of travelling; instead of having the focus on a couple of central axis, travel patterns seem to emerge crisscross in the urban landscape.
Although new forms and places of living have emerged the last couple of decades, our infrastructure and especially the infrastructure of our public transportation system, have had significant problems adjusting to this new situation. Especially the so-called “hard infrastructure2” is still mainly focused on the situation as it was in the 60’s and 70’s; a system mainly focused on bringing commuters from the suburbs to the main city.
As said before, institutions had a hard time adjusting to this new situation. Everywhere where try to adjust to the new situation there is a hard collision between the (already) built environment and the realization of new public transportation.

The pedestrian streets of downtown Amsterdam

The historical core of Amsterdam dates back to seventeenth century. Today Amsterdam city center accommodates 80000 residents and another 80000 people as employees. The narrow streets of downtown are well prepared for pedestrian and bike use. The cars can only access the streets of around the city center. The red light district has become a tourist attractive region of the city during the past decade. The city has been successful in limiting the access of the cars to the historical core and promoting the more sustainable modes of transportation like walking and biking.
