SIMULATING URBAN AND REGIONAL EVOLUTIONS: SCENARIOS OF DEVELOPMENT IN THREE STUDY CASES: ALGARVE PROVINCE (PORTUGAL), DRESDEN-PRAGUE TRANSPORT CORRIDOR (GERMANY-CZECH REPUBLIC) AND FRIULI-VENEZIA GIULIA REGION (ITALY)

Among other causes the analysis of urban areas and their development has particular relevance because of their growing exposure to natural hazards, particularly floods and forest fires. Inappropriate regional and urban planning can exacerbate the negative effects of natural hazards. On the other hand good land management and planning practices, including appropriate land use and development control in natural hazard-prone areas, represent suitable non-structural solutions to minimise exposure and damage. This paper aims to provide a coherent basis for the spatial planning and management of landscapes in Europe.
The MOLAND urban and regional growth model (Barredo et al., 2004; White et al., 1999) is used to evaluate spatial planning for sustainable urban development and measures for natural risks reduction. A number of indicators set measuring various aspects of urban land use and population density can also be analysed. In this article we describe the application of the MOLAND model in three study cases presenting each a specific development condition: the Algarve Province in Portugal, the Dresden–Prague transport corridor in Germany and in the Czech Republic and the Friuli-Venezia Giulia Region (FVG) in Italy.
In modern Portuguese history, after the revolution in 1974, a “democratisation of tourism” occurred and profoundly changed of land use pattern throughout the country. On the other hand, in the last years, Portugal suffered an increased number of large forest fires. The Algarve Province was especially affected. The objectives of the work in Algarve are to monitor sustainable development trends, assess the impact of tourism and evaluate the problems cased by forest fires. The dynamic of land use scenarios are examined as a way to turn intuitive knowledge of a problematic situation into clear research questions that may be explored by analysing and forecasting. The future scenarios produced by the model are tailored to particular requirements such as the assessment of tourism and measures to improve regional needs.
The Dresden-Prague corridor is a very interesting European region because of its historical, present and future development. Many historical and political events and geographical circumstances have moulded the landscape. Recently, during the 2002 flood events have affected the territory destroying villages and inundating cities of Dresden and Prague, in both of which large parts of the old town were under water. How could the land be used in such a way to reduce the floods damages?
The Friuli–Venezia Giulia Region is located in the North-Eastern area of Italy. Because of its geographical positioning and configuration, the region presents a number of peculiarities which have characterized its land use dynamics. FVG has transformed from being a rural area into a dynamic urban region and vast changes have occurred in demographic terms and population movements being related to the Italian economic boom.The region has also suffered the impacts of severe natural hazards, the two major events were the heavy floods of 1966 and 2002 in Pordenone, showing how vulnerable this area is. Early results of this study show that the main driving force of natural disasters damage is not only increasing floods hazard due to climate change, but increasing vulnerability, mainly due to urbanisation in flood prone areas (CEC, 2004; UN, 2004).
The MOLAND model contributes to understand the landscape changes and drivers of the dynamics in the development conditions of each study area. It will help to answer where and at which intensity land-take for urbanization occurs and how spatial growth patters alter over time; how urbanization (e.g. sprawl) affects large areas overruling local and regional decisions and also calamities such as forest fires and floods; how climate change will affect us and the future generations and what can we do? How the people to interfere with natural processes, climate change, the continue changes of land uses and floods/forest fires phenomena?
Urban and regional simulations offer a useful approach to understanding the consequences of current spatial planning policies. The scenarios are considered to generate data of meaningful representations of the region’s characteristics whilst still allowing the model to process data in real-time in response to the wide variety of possible policy decisions specified by the user. The new tool will permit in supporting European policies of sustainable development and derive current strategies regarding the adaptation to the extreme events.

Increasing the Quality of Public Transport in Prague

· Prague covers an area of 496 km2 with almost 1.2 million inhabitants and 200,000 temporary residents; 90,000 commuters and 75, 000 visitors come to Prague on a daily basis.
· Prague is characterized by massive commuting from large suburban residential areas to
the city center, which results in high demands on its PT network (metro 49.8 km, trams 140.9 km, buses 686.1 km).
· Prague has faced a steep increase in car ownership (93%) from the beginning of 90s (actually 1 car per 1.8 inhabitants).
· Generally, daily motor vehicle use increased by 157% for the last fourteen years. Volumes of all vehicle use in Prague on an average working day amounted to 18.77 mil. vehicle km within the entire road network in 2003 (3,520 km).
· In the first half of the 1990s the number of passengers using PT in Prague decreased by more than 800,000 a day, i.e. about 20% of ridership. In the second half of the 1990s the ridership has been stabilized (1,108,367 passengers/year 2003). Current modal split: 57% PT: 43% private car (before 1989 80 : 20).
· Prague Metro system clearly illustrates changes in PT funding policy. First section of line C opened in 1974, continuous state subsidies allowed to develop extensions of about 2 km per year till the end of the 1980s. From the mid-1990s there were significant cuts in the state aid. Whereas in 1996 the subsidy amounted to € 32 mil. in 1997 it was only a half of the sum and in 1998 the subsidy was completely suspended. It was partially renewed in 2000 with the extension of line C to the Northern City (€ 11.3 mil.). In 2001 it was again close to € 28 mil. For the important part the extension is funded by the loan in the amount of € 143.85 mil. granted by the European Investment Bank. For 2002 and 2003 the state subsidy was decreased again (€ 15 mil. for each year).

Underground Prague Highway should save the Wenceslas Square

In two years, the most hated part of expressways in the Czech Republic, the heritage of the communists which cuts the Czech nation on the Wenceslas Square from their National Museum should be gone. The traffic, which torments the upper part of the Wenceslas Square should be moved to underground in two years. The Prague City hall and Prague 2 argue about how long the tunnel should be. Meanwhile the city representatives want it only at the National Museum, Prague 2 would like to see the tunnel reaching Nuselsky most.

The formerly socialist countries of Central and Eastern Europe have observed profound political and economic changes because the demise of Communism within the late 1980s and early 1990s. Each country features its own particular good reputation for transformation to some freer, more democratic, more market-based society. The timing and particular circumstances from the revolutions in each country vary. To this day, there are considerable differences among countries within the extent that their political systems are fully democratic and just how market-based their economies are. Thus, it’s kind of risky to generalize relating to this group of diverse countries.
Without exception, however, every formerly socialist country in Central and Eastern Europe has a minimum of moved toward greater democracy and greater market orientation. In each and every country, that political economic shift has produced a corresponding transport revolution. The obvious indicator of this revolution may be the dramatic development in levels of private car ownership and employ, and a corresponding decline in public places transport use. The modal transfer of passenger transport is reflected in most countries by similar alterations in goods transport, with substantial shifts from publicly managed rail transport to privately operated and operated trucking firms. As the increasing reliance upon roadway transport had already begun during the old age of the socialist era, the movement toward market-based capitalism greatly accelerated it, prompted by striking alterations in government transport policies. Indeed, a vital thesis of the overview is the fact that policy changes were accountable for virtually all of the enormous changes seen in Central and Eastern Europe from 1988 with the 1990s, demonstrating how crucially policies affect every factor of our transport systems.
This review concentrates on three Central Countries in Europe for detailed analysis: the Czech Republic, Hungary, and Poland. We include the former East Germany, whose political, economic, social, and transport systems dramatically changed after German reunification in 1990. Those four formerly socialist countries possess the most reliable long-term number of transport statistics, enabling better analysis of the transport systems, travel behaviour. Moreover, they’re typical of developments in other Central and Eastern Countries in Europe as well, with many transport trends finding yourself in the same direction whether or not the magnitudes vary from one country to a different. This overview is restricted mainly to urban passenger transport, although we briefly note developments in long-distance passenger travel and goods transport too.
