New Design Standards For Neo-traditional and Low Speed Neighborhood Streets

Speeding traffic through residential neighborhoods is the number one concern of most community associations. Judging from the popularity of recent I TE traffic calming programs and publications is rapidly becoming the number one concern of traffic engineers as well.
For more than nine years Howard County Maryland has been calming its suburban residential streets. These streets have a speed limit of 25 mph, which few drivers obey. Speed studies consistently reveal eighty-fifth percentile speeds of 37 to 40 mph on uncalmed streets. These high speeds increase accident severity when they occur. Pedestrians are much more apt to be seriously or fatally injured if struck at 40 mph compared to 25 mph accidents. There’s a general feeling that high speeds degrade a neighborhood; making it a less desirable place to live. Sometimes homeowners deliberately drive at or below the speed limit in an attempt to slow following drivers. This is generally a futile activity, which only frustrates other drivers and may contribute to road rage.
There are a number of reasons for speeding in residential areas. Many drivers are in a hurry. Some drive distracted with coffee in hand or applying makeup or even shaving. Sometimes neighborhood streets are a cut through path for drivers trying to avoid arterial congestion. Generally the real culprit in residential speeding is the use of improper design standards for residential streets.
Residential streets are typically designed using minimum geometric standards of 30 - 35 mph despite planned operating speeds of 25 mph. Such over design contributes to speeding. If the minimum curve radius is 300 feet for a 30 mph design standard, the use of a longer radius increases the theoretical design speed of the street and contributes to even higher speeds.
Street width is another important factor in residential speeding. Wide streets contribute to speeding. Fortunately street width standards in recent years have been revised downward. Widths of 38 to 40 feet curb to curb have been revised downward to 28 to 34 feet. Yet even these widths contribute to residential speeding.
The main principles of traffic calming introduce geometric changes or visual changes to reduce speed. Introducing speed humps, roundabouts, road narrowing, mid-block chokers, chicanes, semi-diverters, gateways, pavement texture, and other traffic calming tools modifies existing streets. Such calming measures may be introduced on individual streets or through entire neighborhoods.

A comparison of urban shrinkage in Baltimore (Maryland, USA) and Osaka (Japan) : reversed patterns of urban decline ?

Baltimore (Maryland, USA) and Osaka (Kinki, Japan) are two large harbour cities that belong to two of the most developed industrialized countries. Despite the extremely different socio-economic, cultural and political settings that characterize Northern-American and Japanese modern cities, Baltimore and Osaka share a number of interesting similarities, regarding their historical development or their position within the urban hierarchy of their respective nations. Furthermore, both Baltimore’s and Osaka’s metropolitan areas are currently experiencing processes of urban shrinkage, which are the produce of strong economic restructurings combined with population losses.
However, while Baltimore City is continuously shrinking since the end of the Second World War (Cohen, 2001, urban shrinkage is more recent in Osaka (Hatta, 2006). A comparison between Baltimore’s and Osaka’s demographic declines and economic changes will show that the factors leading to urban shrinkage, although analogous, were bound together in clearly distinct ways. Then, a delimitation of the areas with the highest population losses will highlight the deeply divergent impacts of urban shrinkage inside each agglomeration : it is indeed Baltimore’s inner city on the one hand, and Osaka’s distant peripheries on the other hand, that are coping with the biggest demographic decreases. Such contrasts in the localization of urban decline may be the consequence of specific urban sprawl processes that took place in Japan and the USA.
The aim of this paper is to present a characterization of Baltimore’s and Osaka’s most declining areas. It is a prerequisite, if we want to compare the social and spatial issues that shrinkage might raise to the residents who are still living in these areas.

Bicycles on Maryland’s Eastern Shore: Power and Passion

The Eastern Shore of the Chesapeake Bay retains its unique historic and rural flavor despite the incessant demands of modernization. Beach resorts, bayside fishing towns, manor houses, and quiet villages attract millions of tourists each year. Now bicyclists are discovering the quiet highways and byways of the region. Its flatness, with marshes, forests, and villages interspersed, is a magnet for cyclists.
        
About ten years ago, owners of Eastern Shore bed and breakfast inns began to notice a major upswing in bicycle tourist clientele. Urban sprawl on the East Coast was making it harder for city dwellers to find quiet roads to ride, and as a result, cyclists began turning to cycling-friendly destinations and events. Combined with the incredible popularity of the Seagull Century, a 100-mile bike tour through Wicomico, Somerset, and Worcester counties, regional cyclists began recognizing the Eastern Shore as a road cyclist’s dream come true.
       
The Sea Gull Century "Explosion" 

The Sea Gull Century, from Salisbury to Assateague and back, sponsored by Salisbury University, exploded into a major bicycle happening. It began as a gathering of 65 friends and colleagues from the university. Within ten years, the ride grew to more than 9,000 riders from every state in the union and is known nationwide as one of the biggest and best-organized rides on the calendar. Now, every October, riders fill local restaurants and motels to capacity and make local cash registers ring. Sea Gull Century officials estimate the average event participant spends $167 plus motel costs for the one-day event, which results in over $1.5 million injected into the local economy. Other communities now plan companion activities on the same weekend to attract Century riders’ spouses and companions. The event proved decisively that the bicycle has become a significant engine of economic development.

On Walkability, Density, and Transit Villages

It’s official: according to the WalkScore.com rankings, San Francisco has been determined to be America’s most walkable city, as reported by the Chronicle. Our fair city’s score of 86 out of 100 just edged out New York’s 83, Boston’s 79, Chicago’s 76, and Philadelphia’s 74. The WalkScore algorithm does have some shortcomings (which the site frankly admits) — pedestrian conditions on Stockton Street in SF’s Chinatown could be much better than they are now, but that did not stop Chinatown from receiving a top score of 99 out of 100, a score largely based on the high density of a large variety of shops and services in a very compact area. But for anyone who has strolled through San Francisco’s downtown or neighborhood commercial districts, this news does not really come as too much of a surprise. But the most revealing part of the article was not the part glorifying San Francisco, but rather, the part indicating that the Bay Area, taken as a whole, could be much more walkable than it is now. The Bay Area region fell in third place, “well below the greater Washington, D.C., and Boston regions,” according to the Chron.
