Measuring spatial accessibility to urban services for older adults: an application to healthcare facilities in Milan

This study proposes a Geographic Information Systems-based methodology to measure accessibility to urban services from the elderly perspective to support urban planning processes. Specifically, it seeks to understand and clarify how the urban environment can influence the quality of life for older adults, mostly through pedestrian and public transport networks, locations of essential urban services, and the organisation of their resources. In light of a significant demographic change, policymakers will have to promote age-friendly urban planning approaches to guarantee equal access to services and activities. We propose a methodology to measure accessibility to healthcare provision services that considers land-use and mobility features and older adults' behavioural traits. The method belongs to the family of 2SFCA—2 steps floating catchment area—which evaluate accessibility as the combination of both supply and demand of urban services. Therefore, we have introduced innovative elements to shape actual mobility opportunities for the elderly and their travel choices. The methodology was applied to Milan's city to measure accessibility to the Health Protection Agency (ATS) services, which is responsible for healthcare assistance to the elderly dwelling in the city. The outputs show that a significant share of older people (almost 40%) suffer from poor accessibility to primary health services and that they mostly live in the city periphery. Moreover, the application to a case study has shown that the methodology could identify the critical aspects needed to aid urban planning to achieve a high quality of life for elderly people.

Monitoring Urban Sprawl and Sustainable Urban Development Using the Moran Index: A Case Study of Stellenbosch, South Africa

The management of urban sprawl is fundamental to achieving sustainable urban development. Monitoring urban sprawl is, however, challenging. This study proposes the use of two spatial statistics, namely global Moran and local Moran to identify statistically significant urban sprawl hot and cold spots. The findings reveal that the Moran indexes are sensitive to the distance band spatial weight matrices employed and that multiple bands should be used when these indexes are used. The authors demonstrate how the indexes can be used in combination with various visualisation methods to support planning decisions.

Urban Travel Behavior in Large Cities of MENA Region: Survey Results of Cairo, Istanbul, and Tehran

The present discussion paper summarizes an urban mobility survey as a part of the project “Urban Travel Behavior in Large Cities of MENA Region” (UTB-MENA) funded by the German Research Foundation (DFG) undertaken in summer and autumn 2017 in Tehran, Istanbul, and Cairo. This data collection was conducted in 18 neighborhoods located in different urban forms related to three different eras: traditional urban form, in-between (transitional) urban form, and new developments. The survey instrument included 31 questions organized in six different sections. As a result of face-to-face interviews with residents as well as quantification of several land use indicators, a database of 8284 validated subjects (Cairo: 2786 , Istanbul: 2781 , Tehran: 2717) was created by the research team based in Berlin, Tehran, Istanbul, and Cairo. The results of 46 variables (24 continuous and 22 categorical) are presented in this paper. The neighborhood-level precision of the findings is 4.5% to 4.7% for individual variables and 1.8% to 2.4% for household variables. These findings make the data representative for the case-study neighborhoods. These data are expected to provide a reliable sample for researchers of the region for the purpose of strengthening human-oriented urban transportation planning and research against the mainstream of transportation engineering by bringing in disaggregate individual urban mobility data into urban transport research of the Middle East and North Africa (MENA) region.

GIS MODELLING IN THEMATIC MAPPING OF LAND COVER CHANGES IN THE FOREST-STEPPE REGION OF RUSSIA

Nowadays there are many remote sensing methods and tools, which help to deeply understand the land cover processes on the large area without field researches. The cartographic modeling is one feasible way to analyze and deeply understand the data and processes which take place in the region. A combination of different data (such as remote sensing data, statistical information, historical maps and others), a knowledge of the territory ensures integral investigation, and a better demonstration of the result. There are many different approaches and models, one of them being thematic cartography. This is part of cartography focusing on natural phenomena, social, political and economic issues, combining visualization and exploration methods, and targeting and supporting different groups of users (Tikunov, 1997). Models are useful and used in a vastarray of GIS applications, from simple evaluation to the prediction of future landscapes. Cartographic modelling is a general methodology for the analysis and synthesis of geographical data. It employs what amount to an algebra in which single-factor maps are treated as variables that can be flexibly manipulated using an integrated set of functions (Paul et. al., 1991). The main trends of landscape changes is croplands decreasing especially in the 1990s, the situation beginning to improve by 2000 – 2006s. It probably has to do with the reforming procedure which had been started since the 1900s. Around 2000, the economic situation in Russia had stabilized again (Ioffe et al., 2008). For a better understanding of the impacts caused by political and economic developments on land use, further studies are necessary. The developed model has to be amended by adding some socio-economic data. It would help to better understand the process in a particular area and would allow to emphasize the drivers of changes more precisely.

Vehicle Miles Traveled and the Built Environment: Evidence from Vehicle Safety Inspection Data

This study examines the linkage between household vehicle usage and their residential locations within a metropolitan area using a newly available administrative dataset of annual private passenger vehicle safety inspection records (with odometer readings) and spatially detailed data on the built environment. Vehicle miles travelled (VMT) and a set of comprehensive built-environment measures are computed for a statewide 250m*250m grid cell layer using advanced Geographic Information Systems and database management tools. We apply factor analysis to construct five factors that differentiate the built-environment characteristics of the grid cells and then integrate the built-environment factors into spatial regression models of household vehicle usage that account for built environment, demographics, and spatial interactions. The empirical results suggest that built-environment factors not only play an important role in explaining the intra-urban variation of household vehicle usage, but may also be underestimated by previous studies that use more aggregate built-environment measures. One standard deviation variations in the built-environment factors are associated with as much as 5,000 mile differences in annual VMT per-household. This study also demonstrates the potential value of new georeferenced administrative datasets in developing indicators that can assist urban planning and urban management.

Sustainable Urban Growth Management Using What-If?

This paper examines the application of a GIS based planning support system, What If? TM, to evaluate alternative growth policies for sustainable urban growth in a rapidly growing city of Iran. The paper describes the study area, Dorood city, and the What If? Model. It then explains the procedures that were used to obtain the required data and to run the model to Dorood city. The paper concludes by considering the results and implications, which the study has for urban growth management of the city to preserve farmland and accommodate growth in the city.

Rapid land use change has taken place in many mid-sized cities of Iran such as Zanjan over the past three decades. This research analyzed the land use/cover change Zanjan from 1965 to 2005; identified the patterns of urban growth and the fragmentation of the urban space by applying GIS and remote sensing tools. The main driving forces of the urban changes were analyzed and the model to predict the land use/cover changes was applied. Our results show the importance of monitoring and modeling of rapid urban growth for attaining sustainable mid-sized cities in developing countries that are strongly dependent on export of natural resources. The results indicated that there had been a notable and uneven urban growth and a major loss of cropland loss between 1965 and 2005. Most of the urban growth and loss of agriculture land occurred in inner and outer suburbs. This research analyzed the land use/cover change Zanjan from 1965 to 2005, identified the patterns of urban growth and the fragmentation of the urban space, applying GIS and remote sensing tools. We believe that in urban growth modeling process there has been multi socialeconomical and physical elements in which have key rules in it, and we attempted to use some of them.

The Study of Land Use Changes in the Tehran Metropolitan Area by Using MOLAND Model

Increasingly, in urban areas land is too scarce a commodity to allow it to be taken up in unplanned growth. However, any action – or lack of it – to influence land use has significant consequences both for people, businesses, and organizations in the area, and, more generally, for the urban morphology itself. According to the FAO’s definition of land use planning, estimating the socio-economic conditions of human society and the land potential for development, is necessary to select the best land-use options. So “Planning involves anticipation of the need for change as well as reactions to it” (FAO, 1993). Forecasting the effectiveness as well as the indirect consequences of policies are two main focal points of planning studies. Modeling urban land use changes is helpful to understanding urban dynamics and can be used as an important tool for planners, capable of producing insights about the possible consequences of decisions made by them. Land use modeling can provide a dynamic information base that can inform the policy process at the local, national, and transnational levels. Urban planning and urban models have to be discussed jointly. Couclelis has argued that connecting these two spheres could “amplify the positive synergies between the two domains and enhance the ability of spatial planning to prepare for the future” (Couclelis 2005: 1353).
Land use transformation models can therefore generate data of meaningful representations of the region’s characteristics and allow the processing of different data sets. The models contribute to understand the landscape changes and drivers of the dynamics in the development conditions of each study area. It is also helpful to answer where and at which intensity land-take for urbanization occurs and how spatial growth patterns alter over time; how urbanization (e.g. sprawl) affects large areas overruling local and regional decision.

Measurement and Monitoring of Urban Sprawl in a Rapidly Growing Region Using Entropy

Rapid urban development and dramatic change of landscape have been recently witnessed in some developing countries as a result of rapid economic development. The measurement and monitoring of land-use changes in these areas are crucial to government officials and planners who urgently need updated information for planning and management purposes. This paper examines the use of entropy in the measurement and monitoring of urban sprawl by the integration of remote sensing and GIS.h e advantages of the entropy method are its simplicity and easy integration with GIS. The measurement of entropy is devised based on two locational factors-distances from town centers and roads-to capture and reveal spatial patterns of urban sprawl. The entropy space can be conveniently used to differentiate various kinds of urban growth patterns. The application of the method in the Pearl River Delta, one of the fastest growing regions in China, has demonstmted that it is very useful and effective for the monitoring of urban sprawl. It provides a useful tool for the quantitative measurement that is much needed for rapidly growing regions in identifying the spatial variations and temporal changes of urban sprawl patterns.

Evaluating Urban Sustainability Using Land-Use Transport Interaction Models

The objective of the EU research project PROPOLIS (Planning and Research of Policies for Land Use and Transport for Increasing Urban Sustainability) was to assess urban strategies and to demonstrate their long-term effects in European cities. To reach this goal, a comprehensive framework of methodologies including integrated land-use, transport and environmental models as well as indicator, evaluation and presentation systems was developed.
Sustainable development is viewed as comprising the environmental, socio-cultural and economic dimension. Thirty-five indicators were defined to measure the three dimensions of sustainability, such as air pollution, consumption of natural resources, quality of open space, population exposure to air pollution and noise, equity and opportunities and economic benefits from transport and land use.
Indicator values are derived from state-of-the-art urban land-use and transport models. A number of additional modules, including a justice evaluation module, an economic evaluation module and a GIS-based raster module, were developed and integrated to provide further indicator values. Both multicriteria and cost-benefit analysis methods are used to consistently evaluate the impacts of the policies. The environmental and social dimensions of sustainability are measured using multicriteria analysis for the evaluation of the indicators, whereas cost-benefit analysis is used for the economic dimension. The modelling and evaluation system was implemented in seven European urban regions: Bilbao (Spain), Brussels (Belgium), Dortmund (Germany), Helsinki (Finland), Inverness (Scotland), Naples (Italy) and Vicenza (Italy).
A large number of policies were tested with the modelling and evaluation system in the seven urban regions. Policies investigated are land use policies, transport infrastructure policies, transport regulation and pricing policies and combinations of these. Besides a common set of policies examined in all seven urban regions, also city-specific local policies were assessed in each urban region.

Modeling street connectivity, pedestrian movement and land-use according to standard GIS street network representations: A Comparative Study

Two 1 mile x 1 mile areas in Atlanta and two 1 mile x 1 mile areas in Istanbul are compared to establish correlations between the distribution of pedestrian movement and street configuration. In each city, one area is chosen in the urban center and the other in one of the residential neighborhoods. The aim is to identify both underlying regularities that link street connectivity to pedestrian flows and differences regarding the volumes of pedestrian presence that can be traced to the influence of different modes of space appropriation. Based on pilot studies we expect to show that the volumes of pedestrian traffic per road segment can be post-dicted based on an analysis of standard GIS-based representations of street networks to implement two new measures of connectivity: reach, which measures the length of street network accessible within a given walking radius, and directional distance, which measures the number of direction turns needed to get to all accessible parts of the network. The work has several consequences. First, it complements existing work on the influence of density and design upon pedestrian movement by bringing into sharper focus a variable that clearly partakes of both design and density, namely the connectivity of the street network and its configuration. Second, it helps clarify that while land-use may play an important role in determining the average volume of movement in a given area, spatial layout plays a more important role in determining the distribution of movement within an area. This has consequences for at least some kinds of local urban economy as the comparative analysis will show: in Istanbul retail still relies on the “passing trade” more than it does in Atlanta because of the finer grain not only of the street network but also the size of businesses.

Correlating street centrality with commerce and service location in cities

In this paper we are presenting a discussion of centrality in cities and a model, named Multiple Centrality Assessment (MCA) which helps in managing centrality for urban planning and design purposes. In so doing, we summarize a research that we have been undertaking for the last couple of years. In addition, we are hereby offering the results of a new line of research aimed at understanding the level of correlation between the centrality of streets and several other urban dynamics like the location of shops and services as well as that of workplaces. The whole research is worked out in a GIS (Geographic Information System) environment: the correlation analysis is addressed both directly (comparing centrality and dynamics on every arc of the street graph) and through a GWR (Geographic Weighted Regression) approach. Data are taken form real cities like Rome (IT), Barcelona (ES) and Bologna (IT).

URBAN ENVIRONMENTAL MANAGEMENT: MONITORING, GIS, AND MODELING

Urban environmental management must integrate the spatial, structural features of a city, typically captured in GIS, and the dynamics of environmental quality indicators that can be obtained by monitoring. To provide decision relevant information supporting planning and management, these components are integrated in models for scenario analysis and optimisation tasks.
The paper describes some results from an environmental Telematics project (ECOSIM) and two Esprit projects (HITERM, SIMTRAP), as well as a EUREKA EUROENVIRON project (AIDAIR), and applications in cities such as Vienna, Berlin, Geneva, Basel, Milano, Athens, Gdansk, and Izmir. Strategies for the integration of monitoring, GIS, and modeling are presented, that use a common client-server architecture, an object oriented design, embedded expert systems technology, and a multi-media user interface to support easy access, and easy use of complex analytical tools for urban environmental management.

Developing a geo-spatial urban form - travel behaviour model for the city of Ahmedabad, India

Urban land use and transport planning and management are constant mutative interrelated processes. Even though, there is a growing body of research concerned with the relationship between urban and travel behaviour, studies. Since these studies originate from a diversity of sources and encompass a variety of geographic scales and locations and their contextual application need to be reviewed. This paper reviews urban form and travel behaviour relation in context of Ahmedabad city. A geo-spatial urban form and travel behaviour model is constructed using urban form data derived from conventional data sources like census and remote sensing and travel behaviour data from household survey for Ahmedabad city. The developed model would be able to position and relate urban form and travel behaviour indicator on strategic (planning, economic, social), spatial (block, ward, zone) and integration (individual or combined indicators) dimensions. The model developed would be able explain the inter-related urban and transport mutative process so as to monitor the effect of urban and transport interventions and policy implications.

URBAN TRANSFORMATION OF ASIANS’ TRADITIONAL CBD AREAS BY LEGAL REDEVELOPMENT PROJECTS: CASE STUDY OF SEOUL AND TOKYO

After World War II, Seoul and Tokyo developed modern planning systems to modernize their urban structures. Seoul and Tokyo had very similar planning schemes for redevelopment, which consisted of legal urban redevelopment projects and subsidies under the Urban Redevelopment Law. They also had similar problems as part of their rapid urbanization. The differences in their government operations system and application of development tools caused differences in their urban structures. This article describes each government's efforts and legal systems to illustrate the spatial transform of central areas in Seoul and Tokyo using documentary research and GIS data.
There were many low-level cozy wooden buildings without 4m-wide roads and public spaces in central areas of Seoul and Tokyo. Since WWII, these two cities have tried to develop planning systems for infrastructure by promoting individual redevelopment projects. The establishment of the Urban Redevelopment Law converted traditional central business districts into modern spaces. Seoul designated the Urban Redevelopment Area (URA), which allowed only large- scale development projects based on the legal redevelopment master plan. In fact, the central government wanted to inhibit URA from constructing commercial buildings that would increase the population. A few large-scale projects were allowed based on a deregulatory policy to improve public spaces according to political issues. On the other hand, the government of Tokyo did not have enough power to control individual redevelopment projects because of the strong power of land-owners. Thus, diverse incentive zoning and subsidies were designed to control individual redevelopment projects as to improvement of public spaces.
Seoul and Tokyo have lost many traditional urban structures under legal redevelopment projects which allow a high floor-area ratio. They have constructed skyscrapers under the legal redevelopment projects. There are still low-level cozy buildings along narrow alleys behind of modern high-rised buildings, though. Fortunately, they added new development tools into the legal system in the late 1990s to gradually improve urban structure. Seoul allows small and mid-size redevelopment projects to conserve traditional urban structures. Tokyo also launched additional measures to deregulate traditional central areas, such as relaxation of set-back rules. It is important to change the planning scheme of Seoul and Tokyo by making them aware of how redevelopment projects should make conserve traditional urban structures.

Measuring Perceived Accessibility to Urban Green Space: An Integration of GIS and Participatory Map

Urban green space (UGS) provides free breathing space to take time out from the stresses of contemporary life. This paper aims to measure both physical and perceived accessibility to UGS by using GIS and three qualitative methods and make a comparison between the actual travelled path and the analytically calculated ones. GIS-based network analysis determine only 15% of the total population in Leicester meets physical access up to 300m which has been significantly distributed in the most deprived areas. The results derived from 455 questionnaire show a significant relationship between people age, occupation, car ownership, actual travel time and mode of travel with the frequency of use. The average of actual travelled path (come from 270 routes drawn by people) show a longer travelling distance compared to the average calculated by network analysis. People’s drawn routes show more travels towards GS in the centre of the City compared to those in the north direction.

Modelling Perceived Accessibility to Urban Amenities Using Fuzzy Logic, Transportation GIS and Origin-Destination Surveys

Accessibility to goods and services is a complex notion which completely pervades territorial issues (Hansen, 1959). It relates to the ability of individuals to travel and to participate in activities at different locations in an environment. Accessibility can be considered as one of the main determinants of property values, although its influence will differ depending on the type of trip as well as on the configuration of the urban fabric. Previous research show that Euclidean distances to the CBD and various urban amenities, as well as travel times to schools and shopping centres, are appropriate measures of the phenomenon. Such indicators are proxies for accessibility focusing on distances from specific physical features which could be easily assessed using physical network measurements. However, other perceptual dimensions are at stake, which are driven by preferences and actual behaviour of people; these, in turn, depend on self valuation of their time and easy access to various types of services. They define specific utility functions which are somewhat different for each household, but could be differentiated among social groups. These values and willingness are related to specific constraints of individuals and households, including economic status (employment and income), motorization, family structure and life cycle. For instance, a lone person has more freedom for choosing his home than a dual-earner couple with children since the latter must consider the overall needs of all family members while trying to minimise housing and travel costs simultaneously.
Due to the complexity of the urban fabric though, and considering the polycentric pattern of most modern cities, using mere Euclidean distances to the CBD falls short of integrating all relevant aspects of accessibility (Jackson 1979, Dubin and Sung 1987, Niedercorn and Ammari 1987, Hoch and Waddell 1993). Although it could be argued that in modern cities, social gradients are progressively prevailing over access factors as major house price determinants, the faulty specification of accessibility descriptors may well explain their poor performances. Indeed, most of these studies actually resort to Euclidean distances (or their numerical transforms) to measure accessibility-related externalities although minimum travel time and minimum walking distance are also used (Bateman et al. 2001).
Some authors resort to O-D surveys to look at accessibility to jobs and houses. In his study on metropolitan Washington, DC., Levinson (1996) analyzes commuter trips patterns and finds that, by balancing accessibility, the suburbanization of jobs maintains stability in commuting durations despite ising congestion, increasing trip lengths, and increased work and non-work trip making. Helling (1996) explores the effect of residential gravity accessibility by automobile to all employment in the Atlanta metropolitan region on the quantity and nature of travel by men and women, using the Atlanta Regional Commission’s 1990 Household Travel Survey. The author finds that while individuals and households who live in more accessible portions of the metropolitan area spend significantly fewer minutes in travel, this effect is seen primarily for employed men. The research also demonstrates that residential accessibility’s effects on travel, though significant, do not affect everyone and that, while gravity measures of accessibility may help transportation planners predict the results of planned and unplanned changes when used with other information, they do not predict travel behaviour well when used alone.

Journey-to-Work Patterns in the Age of Sprawl: Evidence from Two Midsize Southern Metropolitan Areas

Among others, one commonly identified negative consequence of urban sprawl is an increase in the length of the journey to work. However, there has been more discussion of this than serious scrutiny, hence the relationship between urban sprawl and commuting patterns, especially at the intraurban level, remains unclear. Using the 2000 Census Transportation Planning Package (CTPP) data for two Southeastern metropolitan areas, this research investigates the extent to which workers living in sprawl areas commute farther to work than those living in higher density areas. The analysis of variance confirms that workers commuting from sprawl areas to urban areas experience a longer commute in terms of time as well as mileage, though this varies when workplace and home locations are taken into account. However, multivariate statistical results suggest that there are limits to the utility of sprawl as a predictor of travel behavior compared to workers’ socioeconomic characteristics, as other factors appear to be equally or more important.

Perceptions of Accessibility to Neighborhood Retail and Other Public Services

As concerns such as growing traffic congestion continue to mount in communities nationwide, there is increasing attention to the role of the built environment in affecting behavior. Several movements stemming from the fields of urban planning, transportation, public health, and landscape architecture suggest that increasing accessibility by bringing trip origins and destinations closer together is a necessary step to reduce overall travel distances and help spur walking and bicycling. A key component to understanding the effectiveness of this approach, however, lies in knowing how close destinations need to be for residents to know they exist - and subsequently walk or bike to them. Equally important is understanding how individuals’ perception of walking distance to destinations differs from the actual distance and how these perceptions vary by type of destination (i.e., bank, coffee shop, etc.) or socio-demographic group.
This research focuses on understanding perceptions of individual proximity to urban businesses and facilities and associated measurement issues. The paper uses the results of a mail survey administered to residents living in urban, inner suburban, and outer suburban contexts in the Twin Cities, Minnesota region to analyze three aspects of distance perception. First, which measure of destination proximity maps most consistently with perceptions? Second, how do perceptions vary across different socio-demographic/economic groups or physically active/inactive residents? Third, what role does the type of business or facility play in affecting perceptions? This analysis suggests that perceived walking distance varies based on the characteristics of an individual’s neighborhood and the type of destination being judged. The findings assist urban planners, landscape architects, and even business owners, in learning the qualities of accessibility that affect perceptual issues such as proximity.

Integrated land use and transportation interaction: a temporal GIS exploratory data analysis approach

Land use and transportation interaction is a complex, dynamic process. Many models have been used to study this interaction process during the past several decades. Empirical studies suggest that land use and transportation interaction patterns can be highly variable between geographic areas and at different spatial and temporal scales. This paper presents a temporal geographic information systems (GIS) design that offers exploratory data analysis capabilities to interactively examine land use and transportation interaction at user-specified spatial and temporal scales. A spatiotemporal interaction framework, implemented with temporal GIS databases, provides a foundation for the development of spatiotemporal analysis functions to systematically explore land use and transportation interaction.
