A disaster occurs at the point of contact between social activities and a natural phenomenon of unusual scale.
Natural disasters occurring in larger scale may have a serious impact on society and the economy, resulting in a significant national loss.
Disaster prevention should be one of the most important policies of the Government of a country. "One who can rule rivers can rule a country, too" - An old theme of statesmanship.
Although, difficult to avoid natural phenomena such as rain and volcanoes, it is essential to understand their behavior and how we can live with them by reducing their impacts and to strengthen our ability to deal with their effects. Thus, we need to take measures for disaster prevention.
In short, disaster prevention is necessary to protect human lives, properties and social infrastructure against disaster phenomena.

Some activities of geographical data maintenance and standardization work in GIS infrastructures in Japan are first reviewed. Then, from the viewpoint of geometric and combinatorial algorithmics, applied aspects of GIS are described. Some spatial data mining technique is mentioned first, and then the problem of inferring topological information from digital map and the label placement problem are touched upon. As one of topics in ITS (Intelligent Transport System), finding useful detours in car navigation is discussed. These would illustrate some advanced aspects of GIS infrastructure and its high-level use in Japan.

Earthquake associated risk poses obstacle to developmental process as well as threat to the livelihood of the resident population, especially in metropolitan cities in developing countries. In order to mitigate and manage the natural disasters, there is an urgent need to adopt various techniques and tools like GIS to design and develop a procedure that will enable the city administrators and responsible disaster management personnel to evaluate earthquake severity and potential impact on the facilities, and suggested associated levels of post-earthquake monitoring response for different magnitude earthquakes occurring within certain distances from the urban amenities and facilities. Hence this proto-type using ArcGIS have been focused on three major components, i.e., Hazard Mapping, Risk Analysis and Post –quake relief planning. Vulnerability analysis was derived from population and estimated building property while Post-quake relief planning focus on quake-hit areas and compared with available general amenities and services such as hospitals, police stations, fire stations etc. Macro level analyses are being attempted with sample Gujarat Data sets and micro level with Ahmedabad data sets to demonstrate the potential.

History of GIS in Japan
 
In Japan, maintenance of digital maps started in 1974, but systematic maintenance of digital maps started in 1995. Based on the lessons from the Great Hanshin-Awaji Earthquake of January 1995, GIS Association proposed the government to establish NSDI. Therefore, the national government established the GIS Liaison
Committee of Ministries and Agencies in September 1995, and the strong activities for GIS development started systematically in Japan. Geographical Survey Institute (GSI) is the secretariat of the Liaison Committee with the National and Regional Planning Bureau, Ministry of Land, Infrastructure and Transport (MLIT). At first, "the Long-term Plan for Building a National Geospatial Data Framework and Promoting the Use of GIS" was formulated by the GIS Liaison Committee. This Long-term plan has 2 phases, such as Infrastructure formation period and Spread period. After that, "the e-Japan Priority Policy Program" was formulated by the IT Strategy Headquarter in March 2001, and "GIS Action Program 2002-2005 (GIS-AP)" was developed by the GIS Liaison Committee in February 2002, to harmonize "the e-Japan Priority Policy Program."
 
In GIS-AP, big pillars of aim are these 3 fields.

(1) Increasing the efficiency, speed and quality of administrative services.
(2) Creating new business models and new jobs in private sectors.
(3) Provide low-cost, high-quality services for residents

In this research a three-step method was adopted for evacuation planning. At the first step appropriate safe places for evacuation were identified and extracted using RS and image processing techniques. Then using by defining and implementing some constrains in GIS, suitable places were selected. At the second step, for each building block, optimum routes to its candidate safe areas should be determined. In this research, in order to simplify the modeling, the Euclidian distance was utilized. At the third step, by considering and optimizing different factors (such as distance from safe areas, the capacity of the safe areas, and the population of the building blocks) optimum distribution of people to the safe areas was determined. This paper outlines the results of the research.

PhD in City & Regional Planning in Georgia Tech

Doctoral studies in city and regional planning offers the rewards of conducting research and building theory in an applied professional field. By linking theory to practice, students and faculty explore the most important issues facing cities and regions today. Our focus is on building sustainable and vibrant urban environments and communities through interdisciplinary study and research. Our doctoral students have consistently graduated to top-flight academic and other professional careers. We welcome your interest and inquiries.
The doctoral program has three main components: the coursework, which includes  the program core, a major field and a minor field; the comprehensive exams; and the dissertation.  The program of study requires a minimum of two years of residency (no fewer than four semesters enrolled for at least six (6) credit hours each excluding summer) devoted to coursework and other preparation for advancement to candidacy. A successful student will demonstrate mastery in these areas and thus be prepared to pursue upper-level careers in government, business, research, and academia. Each PhD student is admitted to a major area of study. Any change to the major requires review and approval by the PhD faculty.
Requirements for the major are met by satisfactory performance (B or better letter grade) in courses composing not fewer than 15 credit hours. The student’s Advisory Committee may require other courses within the College or other units within the University System of Georgia consistent with the student’s expressed interest in her selected field of concentration. The courses are expected to provide a full grounding and preparation in both the substance of the field of study and appropriate methods of inquiry and analysis.

The Master of City Planning (MCP) prepares students for a wide variety of professional roles in planning for urban and regional development. The professional regional city planner frequently functions as a member of a multidisciplinary team and may be involved in such tasks as the analysis of policy alternatives, formulation of public investment programs, forecasting and monitoring urban and regional systems performance, development of joint programs among various public and private sector institutions, and plan design and implementation.
Candidates for admission to the degree program are selected on the basis of academic transcripts, academic and personal references, and interviews or statements of intent. Applicants with an undergraduate grade point average (GPA) lower than 3.0 are encouraged to submit additional information to demonstrate their capacity to succeed in graduate school. There are no fixed application deadlines. The program allows students to submit applications on a rolling basis. Admission decisions are announced promptly pending receipt of all application materials. Students can also register for and take up to two Metropolitan College Urban Affairs or City Planning courses prior to applying to the degree program.
